After todays discussion with Andy and Christian, we have new versions of the FSM adopting the 2-peer model.
Current version try to cover the case of C_mode upgrade (see more datails into the files). We identified it as an open issue which is not discussed in the gimps-draft.
Xiaoming, what are the next steps if we want to have a fsm-draft version for the interim meeting?
